Soak the Chickpeas: Place the dried chickpeas in a large bowl and cover them with cold water by at least 2 inches. Let them soak overnight.
Preheat the Oven: Preheat the oven to 425°F.
Prepare the Falafel Mixture: Add the onion, carrots, parsley, cilantro, garlic, chickpea flour, salt, cumin, and 3 tablespoons of olive oil to a food processor. Pulse until the mixture is finely chopped.
Add the Chickpeas: Drain the soaked chickpeas and add them to the food processor. Pulse until the mixture is finely ground but still has some texture and can be formed into patties that hold together.
Prepare the Baking Sheet: Line a baking sheet with parchment paper and drizzle 2 tablespoons of olive oil over the parchment.
Form the Patties: Shape the mixture into burgers or small patties using your hands. Gently press the underside of each patty into the oil on the parchment to coat it lightly.
Oil the Patties: Once all the patties are formed, drizzle the remaining 1 tablespoon of olive oil over the tops.
Bake the Falafel: Bake for 15 minutes, then carefully flip the patties. Continue baking for another 15 minutes, until the falafel are cooked through and crispy on both sides.
Serve: Serve warm.
